Affordable community housing in the Region of Waterloo

The Region of Waterloo offers a number of housing options to meet a variety of needs.

The Region owns and/or operates three types of Community Housing:

  • Waterloo Region Housing (WRH): WRH manages over 2,700 Community Housing Units that are owned by the Region of Waterloo and located in Cambridge, Kitchener and Waterloo, and Woolwich, Wellesley and Wilmot townships.
  • Rent Supplement: units are provided by landlords in the private market throughout Waterloo Region.  Landlords receive a subsidy from the Region of Waterloo to cover the difference between market rent for the unit and the rent that is paid by a tenant, based on their income.
  • Below Average Market Rent (BAMR): some private landlords offer a limited number of affordable units at a rent that is lower than the average market rent for Waterloo Region. For example, the average market rent for a one-bedroom unit in Waterloo Region may be $625/month plus utilities, but a below average market rent one-bedroom unit may be $525/month plus utilities.


The Region also oversees other affordable housing options owned by groups other than the Region, including:

  • Non-Profit housing: housing is owned by service clubs, faith groups, ethnic organizations, community agencies or municipal governments, and funding is received through government programming or charitable donations.
  • Co-operative (Co-op) housing: tenants become members of the co-op community and are obligated to participate in maintaining the community. Co-ops receive funding from government programming.

Affordable home ownership in the Region of Waterloo

The Region of Waterloo offers a loan to eligible individuals and families trying to buy a house in the region. The interest-free loan covers the five-per-cent down payment required to purchase a home.
