The Waterloo Region Energy Assistance Program (WREAP) helps households with low-incomes avoid the consequences of not being able to pay their utility bills, such as loss of heat or homelessness. The program is funded in a partnership model that currently includes:
Local utility companies (Cambridge and North Dumfries Hydro, Kitchener-Wilmot Hydro, Waterloo North Hydro and Kitchener Utilities) through the Low Income Energy Assistance Program (LEAP) (see LEAP brochure) and Settlement Funds (through the Hydro Late Payment class action law suit);
Union Gas through the Winter Warmth program
Provincial Funding through the Community Homelessness Prevention Initiative (CHPI)
Waterloo Region Community Services - energy assistance provided through OW discretionary benefits
